FSA County Office Employees(As amended thru January 1999)
ELECTION OF OFFICERS
The policy for the election of officers by mail shall be accomplished as required by Section 2, Article IV of the Constitution.
The following procedure has been adopted for election of officers by mail:
1. The President shall, by the close of the annual convention, appoint an election committee to tabulate ballots. This committee shall consist of at least 3 members not involved with the current year election.
2. Ballots containing the names of the candidates nominated according to Section 2, Article LV of the Constitution, shall be mailed by the Secretary-Treasurer to each county FSA office having at least one eligible voter.
3. Eligible voters must meet the requirements of Article II of the MASCOE Constitution, and have their current years' dues paid by the close of the annual convention.
4. Ballots are to be postmarked and returned to the election committee within two weeks.
5. Ballots are to be tabulated within one week and results announced in the next state membership newsletter.
CONDUCTING DIRECTORS ELECTIONS
Directors and Alternate Directors shall be elected to a two year term of which begins on the first day of January after election. Even numbered Districts will elect in even numbered years and odd numbered Districts will elect in odd numbered years.
1. Nominations
By November 1 of the year of election the Chairperson of the Area Standing Committee shall conduct a mail poll of the members in the area to obtain nominees for the office of Area Director.
By November 15 of the year of election the Chairperson of the Area Standing Committee shall submit the names of the persons nominated and the ballots to the Secretary-Treasurer of MASCOE. The Secretary-Treasurer shall declare the three persons receiving the most nominations as nominees for the office of Area Director. Ties shall be broken by lot.
2. Election
By December 1 of the year of election the Secretary-Treasurer of
MASCOE shall conduct a mail election for Area Director.
The members may vote for one person as Director: The person
receiving the most votes will be declared elected as Director.
The person receiving the second highest votes will be declared the
Alternate Director. Ties will be broken by lot.
By December 15 of the year of election the Secretary-Treasurer of MASCOE shall notify by mail the persons of their election as Director and Alternate Director.
MEMORIALS
Flowers, cards or other memorials will not be presented by MASCOE. Each Area Director should develop a plan whereby flowers, cards or other appropriate memorials be sent on behalf of MASCOE, when there is a death of a member, or of their immediate family.
MASCOE RECORDS
The Secretary-Treasurer of MASCOE shall maintain the financial records of the Association for the statutory limits to comply with the Internal Revenue Services Regulations.
MASCOE AREAS
MASCOE areas shall coincide with established FSA districts. COMPENSATION AND ATTENDANCE POLICIES 1. MASCOE Directors' Meetings
Officers Directors, Committee Chairpersons, and others invited by the President to attend Directors' Meetings shall receive the following compensation:
a) Mileage from their home and return, at the established FSA rate. (Double up as possible.)
b)
Lodging at the single room rate per person, not to exceed actual cost.c)
MASCOE will pay for luncheon on the day of the meeting.This policy will not apply to Directors' Meetings where FSA pays travel and Per-Diem.
2.
MASCOE Meetings with State FSALodging, meals, travel and other related actual expenses will be paid by MASCOE to MASCOE representatives attending Appeal hearings, negotiating meetings or other meetings related to MASCOE with State FSA representatives. Compensation will be reduced by amounts paid by FSA for attending these meetings.
3. Michigan MASCOE Conventions
Officers, Directors, Chairpersons, and members shall attend Michigan MASCOE Conventions at their own expense.
A Complimentary MASCOE State Convention Banquet Ticket may be provided those persons specifically invited to attend the State Convention as determined by the President.
4. Attending Other State Conventions
The President or a
a) Mileage from their home and return, at the established FSA rate for personal vehicles, or travel by commercial carrier, which ever is smaller.
b)
Necessary lodging, at the single room rate, not to exceed the actual cost per person.c)
The cost of the delegates' banquet tickets and registration fees.5. National Conventions and Mid-West Area Rally's
Delegates, as determined by Article 12, Section 5 of the MASCOE Constitution, shall receive compensation consisting of
a) Mileage from their home and return, at the established FSA rate for personal vehicles, or travel by commercial carrier, which ever is smaller.
b) Necessary lodging, at the single room rate, not to exceed the actual cost per person.
c) The cost of the delegates' banquet tickets and registration fees.

shall be reimbursed the actual cost of their meals and mileage at the FSA rate when attending committee meetings called by the committee chairperson. This policy does not apply to committee meetings held in conjunction with the MASCOE annual convention.8. Newsletters

9. Area Membership Meetings
The two Area Directors of each Area are authorized to spend an amount not to exceed $100.00 to hold a meeting of the area's membership once every two years. (Preferably even numbered districts in even years and odd numbered districts in odd numbered years.)
MASCOE
A MASCOE Scholarship program is established utilizing National guidelines, with the following exceptions:
1. Application deadline shall be February 15th
2. MASCOE will authorize 1- $500 scholarship award annually.
RETIRING MEMBER RECOGNITION
Any County Office employee who retires from FSA and is a regular (not associate), paid MASCOE member, shall receive recognition signifying appreciation from the Board of Directors and the membership of the Association. Plaques with clocks are to be made available to lifetime members who retire. Non-lifetime members who retire will receive regular plaques with additional recognition allowed under special circumstances, at the discretion of the Officers.

APPEAL PROCEDURES1. Preface

or MASCOE does not have the authority to engage in any activity which infringes upon FSA management officials rights to:a) Direct and supervise employees.
b)
Hire, promote, transfer, remove, assign, suspend, demote, discharge, or take disciplinary action against employees.c)
Relieve employees from duties because of lack of work or for other legitimate reasons.d)
Maintain and improve the efficiency of the FSA operations.e)
Determine the methods, means, and personnel by which operations are to be conducted.f)
Take whatever actions may be necessary to carry out the mission of the Agency in situations of emergency.2. Appeal Procedures
Any FSA employee serving under a regular appointment may request MASCOE to be present during any appeal hearing. It must be understood that MASCOE cannot take an active part in the appeal hearing, and is limited to being active only as an observer.
In order for MASCOE to attend an appeal hearing, the person involved must file a written request with the Michigan State FSA Committee, stating that the appellant requests that MASCOE representatives be present at the appeal hearing. The appellant must also request in writing that the State FSA Committee release to MASCOE information contained in the appellants personal folder.
MASCOE representatives to attend appeal hearings shall be the President, Vice-President, and Secretary-Treasurer of MASCOE.
DISSOLUTION CLAUSE
In the event that MASCOE is dissolved any remaining assets shall be donated to the NASCOE Memorial Scholarship Fund.
